You paste a task into an agent's window and hope. If it was busy, or another agent grabbed the same work, you find out later.

Assign
transfer_work assigns a task to a named agent. The task stays assigned, not active, until that agent responds.

Accept or decline
The agent accepts and becomes the owner, or declines with a reason. Handoff offers work the same way: ownership stays with the sender until accepted.

Audit
Every ownership change is kept in an append-only history, so who had the task, and when, is never a guess.

Result

Ownership changes are explicit and acknowledged, not implied by chat history.
